FAQ: Why does eXchange POP3 report connection errors when connecting through Microsoft Proxy?

Microsoft Proxy by default sets a waiting time of four minutes before retrying when encountering RAS dial up errors. For all RAS dial up connections that fail such as 'modem not answering' or 'busy signal encountered' this wait period is too long. During this period eXchange POP3 may be retrying to connect which results in additional errors in the log files.

To fix the situation you will need to add two additional entries in the Windows Registry:

Start the Registry Editor. From the Windows Start Menu select Run and enter: regedit

Select:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W3Proxy\Parameters

Add two REG_DWORD values (from the main menu select Edit New DWORD Value):

BusyRetryInMinutes

NoAnswerRetryInMinutes

Set each value to 15.

Note: Although the options are named in minutes it is improperly documented by Microsoft. The values are specified in seconds.
